From 1st October 2011 the Agency Workers Regulations came into force, whereby temporary workers are entitled to receive equivalent pay and (certain) conditions as a permanent employee after a 12 week qualifying period.
There is complexity surrounding the definition of temporary worker, which is not the same as a self-employed contractor. In essence the definition of temporary worker is defined by the role being performed and the way in which the role is managed by the hiring client.
To help hiring managers understand the regulations we have produced this simple guide:
Sand Resources Guide to AWR for Hiring Managers Sept 2011.
